That you didn't give Suzume a bloodline is hardly a reason for him to give up his position. That was your own choice and has nothing to do with the matter at hand. Lots of people don't take bloodlines. Since the demons have yet to be implemented, that is also no reason. You being a mascot....again, not a good reason nor a very....well its a stupid reason. It has nothing to do with the role play story in any way.
As for it not being fair, its hardly fair to complain to him about you wanting it when he went through the trials to get it.
While I understand your wanting the rabbits (for however strange a reason as being the rabbit mascot), why don't you suggest he take a different sage position instead of just telling him to leave his?
Sypher gave up his position as Bird Sage. So that position is open. Or was, a few months ago at least. See if he wants that one instead. If he does, go to Shinny and ask if he'll allow Chez to simply switch.
And before anyone jumps me for this, I'll point out that I am being a crew in this matter. Not a friend. Impartial and isolated.

This would have gone smoother if you hadn't jumped him...in a rage....because you didn't go get it right away. I got the bird sage right after (and I mean right after) Sypher finished the chuunin exams. I didn't even go back to Cloud. You should have done that.
If he just got the summons, then you've had time to go get it.
EDIT:And he did say no.
