Shin: This is all very true. In the end, it all falls down to how one runs their village and the allegiances made in it at the time. I've made it clear to people who join that once a Kumo ninja, it's what you are. Those privy to important strategic information are all the more vital. I mean... Think about it. Would Suna have permitted say... Kankuro to switch to Iwa? Much less Konoha? It's a military driven economy, where information can be just as valuable as any weapon. The idea of "I'm going to switch to this other village peaceably" is a completely absurd idea. It's preposterous enough that half the bios out there read "Oh... I was born here, but then I fled." It's expected there to be an air of mistrust, otherwise... Who would lie in character? Who would do anything shady really, and then cover it up? I don't particularly want to kill Sypher, and in essence, that's what's keeping me from saying he has to die, no discussion.
That's one reason why I've got that custom pending, where it's essentially a variation on Danzo's fuuin on the roots subdivision.
Ruhi: I chose not to go to a university. At my community college, it's about eight to ten grand here though.

Ugh... I'm gonna get a part time job, but to the place I'm going, it'll cost at least 10,000 a year from the looks of it.

I've said it at least once before, and I'll say it again ( this time more directly ): If you need to create faceless characters, even for the simple purpose of performing one technique, to better situate roleplaying atmosphere for those currently within your village, then it is on your head—as a village leader—to do so.
If you need to have a ninja appear to perform a memory melting technique to develop character for one of your own, player controlled ninja, then do so.
It can make things a little more generic if abused, but we're not some highly developed and to-point roleplaying guild; we're Shinobi Nations, and we try to keep things fair, balanced, and entertaining.

A year, or a semester? At ECC South, the cheapest community college in my area, I'm paying like maybe $6,000 a semester. Of which, none comes from my pocket as I'm the first to attend college from my direct family and because neither of my parents make... much money at all.

Shin: I know making a faceless one would be more convenient, but when you look at the lists, danzo's silence fuuin isn't even on the listing, you know? For the most part, something like that has to be brought into existence through a custom to do it.

With the money I have right now, I'd only have enough for two years. I mean, I'm gonna get a part time job, but I'm still stressing since I don't want to take on student loans.
I'll get my bachelors, but I guess this means no masters. XP

We do have the memory wipe one, but it's not a permanent solution, which we've already proven. If it were a good solution, we wouldn't be at this point, really.

It's primarily information on the HQs for the ANBU and Oinin divisions.
Because he got his god damned memory back, that's why.

Ruhi: If you're attending a university, it's to be expected. A community college usually is between 4 and 10 grand.
