I think they just need the stones... But I could be wrong. THey could need the stones + the evo points. I'll have to check that somewhere.
And just so everyone knows, Theresa is the original leader of Team Shadow. Those of you who were here during the Shadow Arc would know her, even though she only popped up briefly.
Edit: No, Eevee does not need Evo points. You can use stones to evolve it. The Pokemon just needs to be owned for at least 5 days.

Eevee: To get Flareon, Jolteon, or Vaporeon, only the correct stone is necessary. For Espeon or Umbreon, either gain 5 evo points or use a Heart Stone. (Remember the time of day when you ask for evolution) And for Leafeon and Glaceon, there are special stones in the shop, or you can gain an evo point in the correct area.

So... Just thought I'd say somethin'~ I know, I know... time zone differences. And the games' inconsistency isn't helping either. In 2nd and 4th gen, you could get Espeon between 4 am and 7:59 pm, with Umbreon evolving from 8 pm to 3:59 am. But in 3rd gen (Hoenn only), it was 12 am to 11:59 am for Espeon, and the rest of the day for Umbreon. Pokemon XD used a completely different system entirely! So yeah... it's mostly a formality.
