Monzeas jutsus approved
Karus unapproved there is no idea of how all the wounds are healed and all yrou CP is restored. IF you had a Bijuu and it was the Ninetail i would under stand this jutsu but since you dont im gonna have to say NO

Haku Needles Name: Massundo Shinranbanshou Douka no Jutsu ((Mass Assimilate All Creation Technique)) Rank: S Element: N/A Type: Kekkei Genkai-Doujutsu CP: 250 Effect: Using his kekkei genkai eye, Kujira will automate thousands of inanimate objects to take the form of any shinobi he can think of. They objects will then take the form of those shinobi. They will be able to use any kekkei genkai and jutsu the one it takes the form of can use but it is not as well versed in them or as strong as the originals. For instance: An object imitating a Kage will only be as as strong as a Jounin. Basically each will be a rank or two below what is being imitated. They will then be under the command of Kujira until they are destroyed, Kujira severs connection, or Kujira is killed. Please note he must have some of their DNA to make copies.

Alphard-Kuchiyose no Jutsu Character Use: Naruto, Jiraiya, Kakashi, Orochimaru, Sandaime, Tayuya, Kidoumaru, Temari, Gai, Tsunade, Sakon, Ukon, Yondaime Hokage Rank: C Range: - Type: Attack, Defense, Supplementary A powerful jutsu, Ninpo Kuchiyose allows a ninja to summon animals, objects and the dead to fight on their behalf. The ninja normally signs a blood contract with the animal species, which allows him to summon different size and skill levels of creature. Please see the Summonings page for a full listing of summons and more detailed information. A hydra is a multi-headed serpent. Hydras are extremely hard to kill, if you cut off a body part of a hydra another will form but if you cut off one of the heads two will form.... Alphard is the ultimate hydra, or the 'alpha' hydra has the power of all the elements;earth,wind,water,lighting,fire,ice, and wood. Alphard has the power to morph into a whip in which the summoner can choose which element to use with the whip. Fire-Allows the user to send waves of fire when they whip the whip. Water-the whip turns into the jutsu "whip of water". Wind-When the whip is whipped it sends a huge burst of air towards the enemy. Earth-The user will whip the floor and it will send a giant crack infront of were the user has whipped. Lightning-when the whip is whipped it will send a bolt of lighting at the enemy. Ice-whatever the whip touches turns into ice. Wood-the user can whip the floor and another whip will emerge from the ground. it is a rose whip bared with sharp thorns.  Alphard's son Aaren is a younger hydra as you can see he hasnt been in to many battles hes mainly used for getting somewere fast. he is about the size of a horse so hes easy to ride.But when he does get into a fight he is extremely fast and can deliver fast and hard kicks, or he can breath fire at the enemy but that is the only element he can use. He also can morph but he transforms into very light shoes decorated with pictures of hydras breathing different elements. When shoes are worn- spd.+50

Unapproved Sorry Majeh but only Kekkei Genkai cna control the secondary elements and even summons are only alloud two elements them selves.

IF you had a Bijuu and it was the Ninetail i would under stand this jutsu but since you dont im gonna have to say NO What if I removed the healing, lowered the probability to 10% (as opposed to 20%), and just went with the CP and INT boost? Or is it just completely against the guild rules for something like that?

Yea see again if you had a Bijuu i would have Approved thsi in seconds cause thsi si the kinda thing that Bijuu do but for a normal person to do this it would be impposible
