I don't see the point in bringing in my guards." They'd both nod, then bow, before finding a couple of seats. Kura however turned and stepped inside.
When she greeted him by name, he took a deep bow. Deeper then any he'd given so far. He reserved it for those of senior level than him, such as his Shogun and now the Arashikage. "Thank you for your hospitality, Lady Arashikage. It's also a pleasure." He'd listen to Miyuki speak, before speaking up himself. "Yes, I heard from your guard down at the gate, I'm glad you thought of us after our embarrassing excursion months ago. Also, congratulations of the promotion." Ishikura would stop speaking for a moment, thinking before starting again. "Jashinists attacked our capital, it seemed their goal was to extinguish the Sacred Flame that keeps the capital from freezing over. They succeeded and murdered ten of our clergy. Before we knew it though, they were gone. I was sent to warn you of their growing boldness. As well I wish to personally apologize for the actions of my uncle, Seizo the Tyrant." Another deep bow would be made. "We have taken control of our country and you need not worry about another attack. Lord Shogun Kinryu is a kind, wise and strong leader I hope that you will come to depend on, as well as myself." He'd grow quiet, rising up and keeping his eyes on Miyuki.

Miyuki listened intently to the samurai. It deeply unsettled her that the Jashinists had attacked them and then continued onward to attack Zaishin, as well. She was also familiar with Konoha's attach, which had been simultaneous to the one on the Storm. "There are no needs for apologies. I know the shinobi world has not been the most graceful for a long time. I appreciate the new leaf we are collectively turning, though. It seems clear to me that we need to unite against the threat of the Jashinists.
"In fact, they had attacked us as well. This village would be in ruins if not for the return of our Sannin. We are indebted to Kenshin Hyuga and his tenseigan. I think that they are ramping up for something bigger. We know they assaulted the village to gain access to our jinchuuriki. They used some strange power to corrupt the chakra of the jinchuuriki, and Kenshin has been purifying as many jinchuuriki as he can get his hands on through the power of Evergreen." She paused so all of the news could sink in.
"Like I said, I think there is a larger plot at hand. I think it would be best for all of us to collaborate and work together. I sent diplomatic teams to the Lightning Empire, Zaishin, and the Hidden Leaf. It is my hope that we can support each other and create a plan that will ensure our collective safety. I would most certainly like to depend on you, and I hope you depend on us as well." She took a breath so that she could think things through further. "Do you believe the Jashinists revealed anything of interest during their attack on Zaishin?"

tab Ishikura took a moment to think, hand moving to gently grip his own chin. He was deep in thought for a few moments, running what happened back at the Capital through his mind. He'd start to shake his head no though. "The only thing I took from their droning was the fact that they considered our flame a False Idol. So they're a group of fanatic religious nut jobs." He started to think on her own words though. As he processed all of it his eyes drifted away to the window behind her. His pupils would grow just a bit bigger as the sky opened up to him. The clouds billowing out for miles, The blue sky clear as day above them and that sun beaming through the window. The realization dawned on him that he was miles in the sky. He'd blink and his attention would be back on Miyuki.
"I'm not too familiar with the Bijuu or their hosts, but what use would it be to just corrupt their chakra? If you've already purified them then what use are they to the Jashinists...unless...do you think they'd only need some of the corrupted chakra?" He asked, his mind was racing to think of questions for her, though his outward appearance was calm and relaxed. "Have their been any other attacks? And I must apologize because I'm derailing the conversation. Your home is a marvel, Lady Arashikage. I did not realize there were airships until a few days ago. In truth I'd heard of Arashi, but I didn't think that it truly flew in the sky. You're view from up here is amazing."

Miyuki was unfamiliar with the flame of Zaishin that Ishikura referred to. She would need to prioritize the geopolitical documents and familiarize herself with them, but her attempts at diplomacy had been her immediate action because of the giant threat looming over the ninja world as she knew it. "I cannot say what their plans are exactly. But they did come here to corrupt the bijuu and took their leave once that was accomplished. I imagine that there is some kind of value in that corruption. What I have collected from Kenshin's words, it seems that this corruption brings the bijuu closer to Jashin's influence. What Jashin could possibly do with the bijuu chakra, I do not know. I have never worshipped him. I suppose I will need to study Jashinist exegesis to get a better grasp on things." She gave herself a moment to sigh.
She needed to learn so much more about the village's intimate inner-workings but she had to learn so much about all the other villages and then this religious work, too. She would have much rather divided the work amongst her advisors but she had heard several took their leave almost immediately. It was disappointing but if they were with Kenshin, then they must be doing something important about the Jashin problem.
"I appreciate your kindness, Ishikura. I do think I will be grounding the village shortly, however. The previous leadership put the village in the sky as an attempt to keep it safe, but isolationism... it is a problem moreso than a solution. And certainly, the air did not keep the Jashinists from nearly bringing us to our knees. But I think we will keep the airships around. Perhaps we could arrange a diplomatic meeting aboard one, some time." A small, thoughtful smile fell on her face. It would be really rewarding to discuss politics in the air; she was sure the scene would be so picturesque and she would love to paint it for her own office.
Then, she sobered. There was too much at stake now to concern herself with future pleasantries. "On a more serious note, it appears that war is looming on the horizon. I think unity is the best chance we all have at survival, because the threat is such an unknown. What shall we do? I was thinking about blended teams. Squad units made up of shinobi from different allegiances. It could be good for all of us... but it could very well be a disaster." Her dreamy tone was cut short by her nagging realism. She fixed Ishikura with a patient gaze as she waited for his own feedback.

I think the airship meeting would be a wonderful idea though, maybe once all this Jashinist stuff is put to rest.โ

Lord Shogun Kinryu and a few other clan heads have been doing our best to deal with it, but with that Iโm not certain if all samurai can work with Arashi ninja. No ill will, but the battle at the Grey Citadel was devastating. Lots of Samurai were sent to their death. Even though it was Seizo's fault, people will still hold whom they want accountable. I can vouch for the Raiu and some of the Mahofu. The other clans however I cannot. But Iโm certain once Iโve discussed things with Lord Shogun Kinryu we can work something out. It would be glorious to see such a squadron of Shinobi and Samurai. But most of our forces work in regiments of more than eighty men. We do have specialized infantry that could be up for the task, of course.โ Heโd grow quiet, moving across the office, taking a look over the village itself. Ishikura was facing away from her, with his arms crossed. โIf you just watched ten of your villagers slaughtered, before you could react, how would you handle that?โ His thoughts were on the events back at the temple.
tab Though he had hidden it then, everyoneโs reaction to his outburst and anger had been weighing on him, not to mention the lives of the clergy. As a newly minted leader, he was still trying to grasp his duties and how he should handle himself. โI only ask because like you, Iโve only been the head of my clan for a couple months. Who'd have thought once I'd accomplished my dream it'd only get harder, ahaaah!โ The samurai would chuckle, before turning, hoping to glean some wisdom from the painter.

Miyuki wasn't sure how to take the news that the samurai were dealing with a pretty divided people. Still, she couldn't confidently say that this new Arashigakure was all unified, either. "I would be lying if I said that did not concern me, but we have greater matters at hand than the opinions of shinobi. That is not to say that I do not hope to repair those relations and the perception surrounding us. I think taking your most amenable and pairing them with our forces can help create tangible proof of the power of peace." Her mind raced with the possibilities. She wasn't even sure how best she would be able to pair shinobi when she didn't know what samurai they would be working with.
And then there was Ishikura's question. It initially made her heart race because she was unsure if she should take it as a threat, though her paranoia did not overcome her reason and she was able to settle into her seat and think about it. Ishikura elaborated before she had time to answer. "That is funny. This was not even my dream. I have carried the weight of responsibility my entire life. Still, I find myself at ease when things are working well and I know I am willing to make that happen here in the village. It will be a relief to know exactly what is happening here. As to your question... I do not know I have an answer.
"After all, I witnessed only the aftermath when I entered the battlefield with the Jashinists. I fought alongside many capable forces to protect the village and none of them perished. Though... Thresher was injured badly. I... I did not know what to do. I am so thankful for the healing prowess of the Tenseigan that restored her to me. It is difficult for me to trust others to do things correctly, to rely on them for anything, but that was a pleasant surprise."
She turned from her chair to look at Ishikura where he stood now. "I am sorry for the loss you witnessed. That is a difficult burden to bear, the knowledge that you could have done more."
A cat human like form would begin to make it's way into the building after having made a bit of a round looking through the village. He had been engrossed in research and focused during the Jashinist attack, so when his focus finally broke he popped out of his place of work to find that he was able to see clouds above him...much more clouds. Only knowing this meant the village had somehow gotten lowered. He also went to check on his siblings with a surprising result from the search. He looked unhappy, which was a bit odd for the young cat-like man. As he moved through the office, the calls around him to stop were ignored. Mentions of 'Madame Kage' was speaking to a foreign diplomat were retained however ignored as far as he continued moving on without stopping to acknowledge them.
The cat made his way through and up to the office to see not the white haired male he had known to be the kage but instead a feminine form with red hair in it's place. Arriving just about the moment the other form...foreign diplomat as they described had chuckled. The look Asa's face would make it clear that he was upset about something. Despite the kage's clear busy-ness though the cat would make sure his presence was known with words. "Miss....Kage," He began if the expression he showed hadn't been clearly full of concern his tone of voice would make it even more clear. "Sorry for interrupting your business, but it seems that three of my younger siblings are missing."

tab Ishikura would c**k his head back, towards the door, watching as a man beast slipped inside the office. He'd seen their ilk before but this would be his first time interacting with one. "I'm sorry to hear that, I do hope they're found safe and sound." He wouldn't pry, but he would finish his own discussion with her before letting the Arashikage attend to their citizen. His focus would move back to the current discussion between Clan head and Kage. "I only hope that we can take up arms together. I will bring your idea back to Shogun Kinryu and we will send a correspondence as soon as we've reached a decision." He'd continue to stare out the window, his pale gold eyes absorbing the beauty of the city, hands moving behind his back. "Shinobi and Samurai fighting together sounds like such an awe inspiring fantasy." 'Kura would let out another small laugh before he'd turn to Lady Miyuki.

I lost my head and was chastised by the people who should be looking to me for guidance. Live and learn, I guess. The most important lesson I think I've taken from it is there are somethings you can't stop, but you can do your best to make sure it doesn't happen again. I plan on crushing the cultists for what they did, I know you must be in the same mindset. I'm glad your friend was saved." Kura finished what he'd began when he'd brought up the incident at the temple. He'd add, "Is there anything I could assist the village with before I leave, Lady Arashikage?" before growing quiet, waiting for the Kage to respond or handle their citizen's issue.

"A dream brought on by a nightmare," she mused after Ishikura's remark about shinobi and samurai fighting beside each other. It was an irony that she was unable to fully savor. She rose to acknowledge Ishikura's exit, grateful that she would be hearing from the shogun in the near future. "I think you have helped us plenty, Ishikura, but I will not hesitate to call on you if we are in need. I hope you will extend the same." She bowed towards him before turning to the citizen.
She felt frustration was justified, given that her diplomatic meeting could have pertained to sensitive matters, but she supposed she had barged in on the previous Arashikage herself just a week before his disappearance. But she would need to take note to consider safety protocols for such matters.
She squared her gaze on the cat man and considered him carefully. "Are you looking to file a missing persons report? APD would be equipped to handle such reports, and dish them out to special forces if the APD themselves are unable to handle it." She started to re-organize the documents on her desk thoughtfully. "Or, do you suspect there is something more sinister at hand?" She paused in her ministrations to assess him properly. "The Jashinists?"
It was a reasonable guess, given the nature of the world they were all living in at the moment. It wasn't something she wanted to be true, not by a long shot, but she had to believe that such a comparatively small report wouldn't be made to her directly if it didn't insinuate problems for the larger village security. Still, she couldn't help but hope that this was just a typical missing persons report.
Asa would offer a bit of a bow of thanks to Ishikura who gave him wishes for his siblings to be safe. He greatly appreciated it the gesture and it showed. As the two of them finished their conversation the new Arashikage addressed his complaint towards her, and quickly came to a similar or perhaps the same conclusion he had come to more or less. He nodded in response to the word Jashinsts, then would begin to speak once more. "I've searched all over, the village is big for sure but in comparison to the wilderness it is small, easy to find who you're looking for if you're ever looking for them...well at least for me it is..." He said, adding a bit of boasting to his serious conversation as he thought about the situation. "So I believe they're not in the village. I doubt they would just leave of their own volition, they know the dangers our family face should we not be careful. I think they were taken. Honestly...I'm more so here to ask for permission to leave the village and search for them."
The cat's expression as he said this was a mixture of determination, seriousness, and two kinds of fears. The fear that his siblings had somehow quickly gotten killed in some way and the fear of leaving Arashi back into the outside world and returning immediately to being hunted down by those who had hunted his family before they came to Arashi. However he knew if anyone could find his siblings it'd be him....hopefully.
She considered his request stone-faced. There were a lot of things to consider, especially that she would be sending him alone. She had no ANBU nor Oinin to spare, and APD was overflowing with petty crime in the chaotic aftermath of the Jashinist attack even with the aid of the Tenseigan's restoration. People felt unsafe and they were acting out, trying to live their life like each day was their last, and it led to more unlawful activity than had been seen in a while.
"I think this is a dangerous task that you're trying to accomplish. We do not have details about the Jashinists, not enough to know that it would be safe to leave right now."But how safe was the village, really? She sighed softly. "I would leave even without permission if I were in your shoes. There is nothing I would not do for my sister, were she still here. I will not keep you in the village simply because I lack an entourage to give you, but... well, I wish you luck in your journey."I don't need your death on my conscience.

Three people close to the beast man, gone without a trace. Ten good clergymen slaughtered for a false god. He shook his head, and stepped out of the office. He'd make his way down the spire and head back towards the gates.

Asa would bow. "Thank You for allowing me this opportunity. I will make sure to return in one piece." He said to the kage, then would leave to prepare himself for a journey he was unsure how long it'd take.

Takao would arrive with his two teammates in tow. "Lady Arashikage, we've returned," he'd say as he knocked on the open door, letting himself in. She'd be standing by the windows, looking outward pensively before turning to acknowledge him. "We delivered the news to Lady Hokage and she is fully intending to collaborate with us. They were also attacked by Jashinists." His expression turned somber, though he was still thinking about Nimure and worrying about his friend more than the village. "She seemed pretty busy and concerned about everything going on." He looked to his team to see if they wanted to add anything else.
