just contract out a few people to spend a year or 2 over in the area...
with the tools necessary to TEACH the people how ot farm and build for them selves.
humanity is, by writ, lazy, and will give up on something unless they have help.hence shanty towns and other stuff...
what is needed is people who are willing to put in the time and effort to show people how to do things and set up their own self governance,mayorship,town leaders etc....
but the biggest thing is..
MAKE IT OBVIOUS THAT THE SUPPORT WILL NOT BE THERE FOR LONG.
because if people know something isn't going to last.. the they make that extra effort to learn it, so that, upon the supports leaving, they can sustain themselves.
think of it as army recruiting..
but for farmers and tradesmen....
foreign legion style.
decent pay, exotic locations, good benefits, and the chance to truly help people.
there are always the good people out there who will do these things for free..
But if you add money to the mix, more will follow.
it's the way of the world.
