I like so many of them that it's hard to choose. So I'll just name the list instead! Warning it will be longish.
G1
* Huffer! - My absolute favourite! He's snarky but loveable with it.
* Wheeljack - Makes 'plodies! And is a fun, nice character.
* Cliffjumper - Has a refreshing toughness in spite his size. Also had a brilliant voice actor. (Boo to all those who give him a hard time. evil )
* Fireflight (And other Aerialbots) - Adorable and scatty
* First Aid - Insecure but keen to do his best
* Swoop - Cute and cuddly
* Blaster - Everyone's sassy music loving Autobot!
* Blurr - Of the new guard I always liked Blurr best. His cowardice and need for speed made him somehow just plain too cute for words.
* Powerglide - Man I love his cocky ego!
*
Breakdown - His nervous air makes me want to hug him and make it all better
* Dead End - As a Brit I can help but admire his cool, collected way of speaking. I also like his fatalism
* Scavenger (Plus over Constructicons) - He's just one big overgrown puppy and I LOVE dogs!
* Frenzy - I don't know why but I prefer him over Rumble and I stand by the G1 colouring of him.
* Skywarp - Everyone says Starscream but my favourite seeker happens to be the dim prankster
* Triggerhappy - Barely had a chance in the show but this cackling crackpot appealed to me
* Soundwave - Whats not to love?
* Shockwave - Reliable and devious and dare I say a little sexy.

G1:
Prowl: I just loved the police car as a child and he was realy cool in the series
Soundwave: What a voice Frank Welker came up with, sounds like a Manic Depressive robot with minions to do his bidding, The tapes alone make him the best
I always liked jetfire too but it was more for how he looked than anything to be honest

Jazz is my favorite. In G1 he was voice by Scatman Cruthers, which is so awesome it makes me go cross-eyed. Not to mention that he and Prowl are Optimus' chief officers. No matter what continuity Jazz is in he's smooth, cool, and in control. He always has a really great alt mode, and his viser makes him really distinct from most other transfomers allowing you to go "Yep, that one's Jazz." even without him being introduced.  Wheeljack is a close second, because he's a mad scientist. 3nodding

Oh yes, Screw the personality of Starscream that made up the Comic book series(In all generations and continuities I might add including the Japanese and UK versions) G1 and now the movie.
Yes, we don't like his attitude, it doesn't matter that that attitude is the one that MAKES Starscream, we just like his cleverness, that always backfires on him.
Yes.
Now to actually answer your question, Ratchet and Jetfire(not SKYFIRE, Jetfire).
Ratchet, because he's so luvable when he throws wrenches at Sideswipe, and Jetfire because after he was dissambled to be an autobot, he was totally cool.
Till of course they killed him off. I think it was because Optimus was jealous.

Take what you can... Wow, that's gonna be a tough one. But my favorites are based on the live action movies since I've never seen the cartoons or read the comics sweatdrop
Optimus Prime: Ok, my reasons may be shallow but he simply kicks a**. Not just because he's the leader, but he has something gentle about him that I like. Peter Cullen has done a great job as Optimus' voice actor biggrin
Bumblebee: I'm having a pretty big soft spot for him, being Sam's guardian and all, and he looks so cute in battle mode heart His best scene would be him 'lubricating' that guy from Sector 7 xd
Jazz: Despite having only two lines in the entire first movie, he definately stole my heart. His robot form looks plain awesome and I totally dig his way of talking cool I really hope he comes back in movie 3. If I ever get a car, it will be a Pontiac Solstice, that's for sure. ...Give nothing back

I'd have to say Jazz. While it was true that I was introduced to him in the 2007 movie, I went back and did a good bit of research and watched some G1 episodes with him in it. From then on, I've been an avid Jazz fan. He's got his own rhythm and I find that my personality and his are rather similar. Not to mention he's a music addict just like me.
As for Decepticons... It's a tie between Soundwave and [2007] Barricade. I never quite liked the G1 Barricade [since I started watching the series], but absolutely adored him in the movie. As for Soundwave, there's just something about him that rings my bell. I guess it's the sound/music addiction that's got me. Anyway, I still torn between those two.

Jazz: He is awesome in almost every way. The way he speaks and the way he loves music makes him so unique! I was very, VERY upset when Bay killed him off in the first movie, I mean COME ON!!!
Shockwave: I love his cold personality. The way that he comes off, cold, efficent, and mercyless, makes him by far one of the coolest Decepticons. Add to that how he was a spy in TFA in the Autobot leadership, Pure Win.
Starscream: My favorite of all. I love how he is always trying to overthrow Megatron even though he cannot beat the Decepticon Leader. He never gives up, and I like that cuz I never give up.
G1: A little whiney at times, but meh who cares?
Beast Wars: The way he posesses Waspinator, that was just awesome
Armada: I love how he starts off the series as week, but as soon as he gets a Minicon he becomes Ultra-powerful
Cybertron: The way that he takes on 9 Autobots by himself and wins is just amazing
New Movie + Comics: I love how they portray Starscream. He is better then Megatron, who only wants to control the Allspark no matter the cost, and Optimus, who only wants to defeat Megatron no matter the cost. Starscream seeks to end the war and unite the Cybertronians under one leader. He is looking out for the survival of the species rather than an ideology.
TFA: He is only cool in the first episode. Latter he just comes off as a pathetic, sniveling, whiner....
Oh, and I also like Blitzwing from TFA, but who doesn't?

Looks-wise my favorite is Sideswipe from TF: the Fallen.
Personality-wise I don't think they get any better or more three dimensional than Dinobot from Beast Wars. He had a very complex personality.
