Use it on the seriously injured and those infected with deadly diseases (only). A more interesting death, if I don't die some other way.

There is too many missing varibles for me to make a sound decison. Do I know this person? Do I like this person? Is this person evil? Based on what you gave me, No.
What would you do if someone entered you in a contest, that you didn't want to take apart of?

Pretty much stare at them for about 5 minutes, then call animal control and say. "You got about five really big problems stuck on the beach.
