confused OK sweetheart... number one... you might want to rearrange your stats. The way you have them there is good for a wizard... not a ranger. The high dex is perfect, and while Int is good for rangers... you should put that 18 in con. That will give you a 16 for an elf and 30 more hitpoints! You might want to stick the 13 in Int and the 11 in charisma... but Con is super important to stay alive! Number Two, you have your base attack wrong. When you get into higher levels, you get more then one attack a round. The proper notation is +10/+5 for your base, then you add your mod to that... so your melee is +10/+5, your ranged is +14/+9. Your current EXP is 45000, to next level is 55000.
Now... magic items... you don't have a single magic item... and not even masterworked weapons or a curative potion. Now... I'm going to give you a few options that you can do with the money you have, that will make your weapons more potent... remember for the most part, elves are very magical beings. If you want to have everything stay mundane that's fine I guess... but at least spend the 300 gold each to make them masterworked.
Ok... now for my weapon suggestions. You don't need both a rapier and a scimitar. They basically do the same thing with the scimitar being the better weapon. You are an archer, so I'd focus more on the bow rather then having two swords you don't really need.
I would go with a +3 composite long bow. Now you can either have it just the +3 to the attack roll, or you can make it a +2 and add a special ability. If you want to do that, I would suggest an elemental attack (shock, flame or frost) or a bane weapon. Bane weapons are most effective against one type of monster, and they can do major damage... you just have to be wise when picking the creature. This is very handy for a ranger, because it can be against one of your favored enemies and you do 2d6 more damage. If you want, you can have a +1 flaming orc bane longbow, a +2 frost longbow, or a +2 goblin bane longbow... soemthing like that. A +3 weapon costs 18,000 gold.
Now, for the sword, adding attack bonus to your melee weapon would be good for you, since you have no Str bonus, but it isn't your primary weapon, so it doesn't need to be as nifty as your bow. You could go ahead and put another +3 enchantment on this one, but I would probably make it just a +2... if it were me. +2 enchantments are 8,000.
This makes our total roughly 27,000 with the cost of the weapons... 26,715 to be exact. Now... for armor...
I would go with +3 elven chain... that is 13, 150, but it's worth it. It give the +5 chain mail usually gives, but it's considered light armor. "This extremely light chainmail is made of very fine mithral links. Speed while wearing elven chain is 30 feet for Medium creatures, or 20 feet for Small. The armor has an arcane spell failure chance of 20%, a maximum Dexterity bonus of +4, and an armor check penalty of -2. It is considered light armor and weighs 20 pounds. " Those are the stats from the DMG on them. Now remember, a bow requires two hands, so you can only use your shield bonus when you are in melee combat. I don't think a fancy shield will do you much good.
New total, 39,865... now you have a little less then 8,000 gold left. You are a ranger and have the Cure series, which means you can use wands. I HIGHLY recommend cure wands and potions. Wands of cure light wounds are 750 bucks. Boots of elvenkind would be good for you, they give you a +5 to your move silently check, they are 2,500. A haversack is very handy, "A backpack of this sort appears to be well made, well used, and quite ordinary. It is constructed of finely tanned leather, and the straps have brass hardware and buckles. It has two side pouches, each of which appears large enough to hold about a quart of material. In fact, each is like a bag of holding and can actually hold material of as much as 2 cubic feet in volume or 20 pounds in weight. The large central portion of the pack can contain up to 8 cubic feet or 80 pounds of material. Even when so filled, the backpack always weighs only 5 pounds. While such storage is useful enough, the pack has an even greater power in addition. When the wearer reaches into it for a specific item, that item is always on top. Thus, no digging around and fumbling is ever necessary to find what a haversack contains. Retrieving any specific item from a haversack is a move action, but it does not provoke the attacks of opportunity that retrieving a stored item usually does." They are 2000 dollars.
Total so far, 46,115... 1621 left. I would then buy some potions... 4 cure lights, 200, 4 potions of darkvision, 1200, 2 potions of magic fang (for your wolf),100, 1 pass without a trace, 50, and 2 protection from elements, 100.
That leave 21 gold pieces... more then enough for a ranger to have. These are just suggestions of course.
