Ok, I think I got this all figured out

then drop the low die. So you aren't supposed to count the lowest die in at all.
All the racial information for Elves is
HERE. After you have your stats rolled up and in the right spots, you add in the racial modifiers on that page, and note all other information in the right spots. (Base Speed goes in Speed, most of the rest goes in special abilities.)
Then you move to the
Ranger stuff. You have the Base Attack and abilities from the table in, but you didn't put the Base Saves or Hit Points (8 + CON modifier, I give max HP at 1st level).
The Ranger page also lists all the class skills for a ranger, which you have right on the sheet, only they shouldn't be checked, all the OTHER skills should be checked. It seems backwards, but the checkbox means cross-class, so your class skills should be unchecked. Then you can spend your skill points. Class skills (the unchecked ones) cost 1 point for a rank, cross-class skills (the checked ones) cost 2 points per rank. The sheet will do this math for you, so when you type 1 in a cross-class skill it will charge you 2 points. Your total spent points are listed at the end.
You also get one
feat at first level.
Next you go to
equipment, a Ranger starts with 6d4 x 10 gold. It's not a lot, so get
Armor first. Rangers only wear armors from the light section, you can also use a sheild.
Weapon damage is on the table I just linked to, use the Medium damages, because you are medium sized (as are all elves and humans). You can spend the rest of your starting gold on other equipment.
After that you should be just about done
