It's rather hard to choose since there's so many cool costumes for characters. 3nodding
But I like Kasumi's queen outfit, Ayane's c-8, Helena's asian/arabian outfit.

Ryu Hayabusa - C-2 (semi-standard), C-3 (C-2, color variant (white)), and C-7 (Ninja armor PWNS!)
Kasumi - C-2 with hair down (I read a yuri fanfic involving this outfit... 'nuff said), C-20 (the overauls sans undershirt)
Helena - C-3 (C-2, color variant (black)), the outfit that looks like C-2 but is white (I dunno why, but I think a non-American girl in black is *too* sexy)
Gen Fu - C-2 (gotta love the hat), the solid-color suits
Zack - none stare ... except C-5 (SHaDoWMaN!!!) and C-8 (the white suit)
Leon - um... dunno.
Bass Armstrong - C-5 (if you're feelin' like a pimp, go on and brush your shoulders off; ladies is pimps too, go and brush your shoulders off)
Tina Armstrong - C-6 I think it is (the black outfit and the gold coat)
Jann Lee - C-4 (the pants own me whee ), C-8 (*see Bass note*)
Leifang - any dress, C-9 with hair down (uber shmexiness whee ), the Chinese swimsuit
Ein - C-5 (this outfit is just cool), C-7 (the shirt says hardcore whee )
Ayane - every outfit from C-9 arrow C-12... or... whatever
Hitomi - schoolgirl outfit, C-2, the bikini top and jeans
Bayman - none
Tengu - C-3

Ryu-Ninja Gaiden outfit

Zack-the white suit w/cape
Ein-same as Zack 'cept blue
...and I'll stop since I can't think of anymore... xp xd
