Cloud is the best and the most popular between all the FF characters also, he has kicked Sephiroth's butt, he is kicking Sephiroth's butt and he will definitly still be kicking Sephiroth's butt in the future.

Shady Lurker Kinda pointless. I've always thought of Sephiroth as a moma's boy, but I want put other people down on their views. Kefka from Final Fantasy III he was a genius. O_O You are awesome. I agree; Kefka was a true psychopath. Though I do like Sephiroth, as my screen name infers. I'm not a rabid fangirl like many though... so there honestly isn't an option in your poll for me to choose, because those are both crazy extremes. You have guts for expressing your dislike of Sephiroth with so many fangirls around. ^_^ But I do appreciate it that you weren't rude about it.

Note: possible spoilers
Let's go over the facts of why each villain tryed too destroy the world. Sephiroth had a plan to damage the planet to such an extent that most of the knowledge and souls would be absorbed in an attempt to cover the wound. He planned on being at the center of it all and becoming a god.
Ultimica didn't plan on destroying the world just ruling it. She was already a very powerful sorceress that ruled the planet in the future. Her time traveling abilitys were limited to only the past and she could only travel so far. There was a young girl that had the power to travel to the future and she planned on stopping her from sending help. You see Ultimica already ruled in the future and wanted to stop any possible threats.
Kuja, this is by far the worst villain they have ever created. Garland created him at the prototype and created Zidane as well. Garland gave Kuja a limited life and his reasoning for destroying the world was if I'm going to die I'm taking everything with me so Kuja targeted the world crystal.
Now out of the three Sephiroth is definately the greater villain. What makes a great villain is not the most evil but the most interesting. Garland is definately one of the most interesting characters in the Final Fantasy universe and unfortunately is often ignored.

Sephiroth is evil and cold-hearted, he'd kill anyone that wanted to join him when he was done with them. Cloud's cool, and would let people join him. I'm gonna say Cloud
