Salem grins as she waves away Jitte's question "No no, I trust you'll do a fine job. But it doesn't hurt to be prepared does it?"
She then looked around at the others for a moment and added a question of her own "So who're the other espada then kingy?"

Jitte looked dead at Salem with a blank look.
"Fine, starting from the bottom this time; Dordoni will become our 9, Aaroniero will be 8 and 7, Szayel you've moved up to 6..."
Just then Noitora walked in carrying Grimmjow as he kicked and screamed. Grimmjow was then dropped to the floor and Noitora had a bad attitude look on his face.
"Who the heck do you think you are just carrying me like some lesser being?!! I'll kill you right here Noitora!"
Griimjow began to draw his sword, but before the blade could come out, a hand pushed it back in the sheath.
"Grimmjow if you attack him, then you make yourself an enemy of everyone in this room and will be killed swiftly. However, should you choose the opposite choice, you will become our number 5. So which is it?"
He paused and looked around the room. There weren't many he could take on one-on-one, much less all together.
"Fine...." he said reluctantly.
"Alright then. Grimmjow is now number 5, Noitora will be our 4 and Salem will be our 3. As for two.....we'll see who we meet along the way. And I have someone in mind already."

Salem sat up straight and proper and raised her hand "I decline." she stated simply with a totally deadpan expression, and without so much as an explanation laid back down.
Meanwhile other Arrancar, like Neliel, Cirruci, Gantenban, and Arturo just to name a few, began questioning where they belonged in this new order. Using various degrees of respect and patience...or lack there of in some cases.

"....fine...I had something special planned for you Nel, but I guess you will return to your spot of the third Espada. Now moving on..."
Everyone looked puzzle that Jitte didn't name a number 2 Espada.
"Now.....Cirruci, Gantenbine, Arturo...you will head up the special forces. I want you to gather information and make sure we're always a step ahead of the enemy. You will be known as Los Kages. You may not engage the enemy unless you yourself are engaged."
Jitte walked over and grabbed Gantenbine's hand. Power pulsed from Jitte to Gantenbine and when he removed it a "¿" appeared. He did this with Cirruci on her cheek giving her a "!" and gave a "?" to Arturo.
"These will have the same effect as the Espada's numbers, but on a smaller scale."

Salem had drifted off on the table, curled up like a small animal while the meeting continued.
"Jitte sir, now that we have the espada chosen might I make a suggestion?" Neliel questioned, looking away from the sleeping arrancar to give Jitte her full focus.

"I propose that each espada and their fraccion take on duties that will benifit our group as a whole, much like the court guard squads the shinigami are so proud of." Neliel explained as she gestured to the new Sexta espada
"Szayal and his fraccion obviously being our own R&D department, and myself heading a medic union on grounds that I am one of the few arrancar able to heal others."

Jitte began walking toward the exit.
"Now our first order of business is to gain more territory than just a building. Let's take back Las Noches!"

Everyone voiced there agreement and the more aggressive arrancar took of without hesitation, while the calm minded and the wounded stayed behind to plan and retrieve treatment respectively.

Jitte caught Gantenbine, Cirruci and Arturo before they could leave. Likewise, Ulquiorra stopped Szayel.
"The three of you have a special assignment," Jitte said.
"I want you to find out more information about Kyosei and his group while we eliminate other stragglers."
Jitte walked over to Szayel and Ulquiorra.
"You, are going to stay here and figure out a way to get the Espada to achieve a second ressurection as Ulquiorra has. You first test subject will be Dordoni. Once you have figured out a way to do this, you are to implement it to only the Espada."
With those assignments given out, Jitte motioned for everyone else to follow him.
"We're going after the nearest Arrancar 'base'."

"And I think I'll pry through Aizen's records for anything useful or interesting...And maybe assist Szayel with that project." Salem added from the doorway, having somehow made her way over there while everyone was distracted.
"I never need help, only test subjects. But as our leader said, espada only." Szayel replied with a self satisfied smirk.
The remaining arrancar accepted and carried out there duties, regardless of wether they really wanted too.
