It's hard to have a clear goal when I don't even understand the overall theme of the RP beyond a very basic setup.

Its simple. Good vs Evil, Sith vs Jedi. Republic vs Empire. The good guys have to thwart the badguys' evil plans. Get to it, people.

I suppose Nova could see Danika and wonder what a dancer is doing by herself on the streets, seemingly headed somewhere that isn't really appropiate for a dancer to be going, and decide to see what's going on.
The only thing I have in mind right now is Danika's gonna just hang around until Jian comes out, at which point she'll ask if he has any news, etc.

I had essentially just asked Nelo if we had any specific goals... the answer I got was basically 'wing it'

So your character has no goal or motivation? just going along for the ride?

Oh, my character. I hadn't really though of one, beyond serving the Empire and seeking out Jedi to battle. Ultimately, her goal is to have a daughter and eventually assassinate her mother, but that's still many years off. Beyond that, I don't have much of a goal. Suppose I should rectify that

I didn't say "wing it". I said "get creative."
I don't have a major over-arcing plotline. I see no reason to make one any more than when we first made CotGCW. We didn't really have a plot for Legacy. We really didn't have a plot for CotS.
If you want some ideas, you are free to ask around for something to do; however, the character should have motivations. Think about the motivations a character may have. Jian's is to prove his worth in the galaxy, to become a knight and master, but first, his task is to help defuse the situation here. as it becomes clear to him that the situation is well out of hand, his goal will be survival, to notify people, to figure out what he can do to prevent this from further happening.
EK's character seems to have instincts, but no goals. DA's playing a concept. Consider for a moment that instead of waiting for the plothooks to arrive on a silver platter, to instead start thinking of what might be interesting to be. For example, someone might want to achieve that they want to build a superweapon (tropish, but there). The first thing is to start finding people capable, and then amassing the necessary means to build it. Resources. Etcetera.
Most "destinies" can fall into ideas such as Destruction, Rescue, Discovery, Corruption, Education, Redeption, Liberation, etc.. Maybe Jian is destined to lead the republic in a glorious attack? In which case, I should start finding interests for him to tackle in that direction, by finding enslaved people and starting to build his liberation of them, to pay them back later.
We made plotlines out of thin air before. It helps if you talk with others though. Consider Pandemica's character... maybe she wants hers to be a constant nagging rival of mine. We'd talk, and figure out that we'll keep fighting each other randomly from time to time. as our powers grew, so does our rivalry.
For the sith of you, consider figuring out ways to stop Jian from discovering the puppet government and getting off planet.
For the Jedi, consider getting in contact with him and/or the fleet and tell them rumors of what you heard and/or things that might keep him alive.
People, it's not difficult. Find where the burrs are and latch on, or forge your own destiny!

Well, I did consider making it Ilia's mission to track down Jian and kill him.
I also toyed with the idea of a second Star Forge, or plans for one.

Building a Starforge? With the Planet Hopping that might prove difficult.
Droma Cinn: I will amuse myself endlessly with watching your failures, Assassin. To see one set their apsirations so low and watch them crumble before them is the height of comedy. And with you preocupied with losing limbs to some Jedi whelp, I will be free to continue amasing power, glory and wealth beyond your meager dreams. But then again, not everyone has the vision to become Lord of the Sith. I suppose its just your lot in life to be a weakling.

I wasn't thinking about her personally building the Star Forge. Just following a trail to prove if the plans for one exist, and getting them to the right people.
A Star Forge in either faction's hands would be a very potent weapon.
Of course, there were other weapons around. The Republic builds the Hammer.
And the planet hopping might be a viable method, if the planets we hop to have the information I need.
I've also toyed with the ideas of looking for some Sith/Jedi artifacts. The right object would provide lots of personal power.

Already beat you to the artifact plot. The Emperor tasked Cinn with a quest to recover an ancient artifact taken in the fall of Ziost.
