Alright, so I'm in the process of making my character and there's a move from Central City that I want(Zarbon's Elegant Blaster).
So let's just say that I pick Bio-Android(Human) and decide upon Turtle School as my training whatnot. Would I still be able to learn said Elegant Blaster since I picked that, or would it be off limits to me?

Short answer, yes, you could learn it.
More in-depth. Each location has two groups of techniques, those for everyone, and those for certain groups. The 'certain group' techniques will be in a special color(s), and those colors will be explained at the end of the first post of each location. Central City, for example, has it's description, and then includes a clause that techniques in blue are only able to be learned by males, and pink techniques can only be learned by females. Every other technique in that location is available to everyone. Generally speaking, if a technique is in black, you can learn it.

Sweet. that clears up that matter.
Now I was reading about raw ki...how you can just train up and then distribute points as you see fit....can you do the same with stats? For example, I type 3600 words or so which is eligible for six stat points...could I then say, two in strength, three in defense, and one in speed?

Exactly. If you have the points, you can spend them on whatever you want. Raw Ki to increase your total, purchasing a technique to add to your repertoire, or increasing your stats in whichever order you like. If you spent 30,000 words on 50 stat points, you could put 30 of them in one stat, and the rest spread however you like.

Awesome, then this should work out quite nicely for me. Now do any races offer any benefits for being that other than just the aesthetics?
Like, is there any incentive on being a Bio-Android human rather than straight up human...and I am meaning ability wise, not the supposed eternal life.
And where can I find the classifications and their benefits?
For starting, you have a free technique up to 800 ki...if you don't use all 800, does it roll over?
And last question...how do you know what your Ki reserves are?

Really, the only differences in the different races are aesthetics, and the special techniques they have access to. Like the Majin's Chocolate Beam, or the Saiyan-Hybrid's Great Ape, and so on.
There's more info on the different races in the Races Announcement, and you can check their techniques in their locations. (Like how Skull Valley is marked for Saiyan-Hybrids.)
Everyone only starts with 300, the Ki points from their starter technique is ignored.
As for seeing what your Ki total is, assuming your training is up to date, just go to whatever location your character's profile is in, and it'll say it. Like my Majin is in Satan City.
": Hedoro Koutai [Majin]:: 3,000 Ki Points / 0 Zeni "
That means as of right now, my Ki reserves is 3000.

I have two questions.
1: Do you have to learn your starter techniques or can they already be known?
2: Can you become a Super Saiyan? How?

Your starter technique is already known and there is no way to become a super saiyan outside of a custom I suppose.

I haven't picked a starter for a Makyan. I assume the techniques available would be from the Valley thread I read earlier. As for a custom technique, I just post it in the custom technique thread and wait for approval?

You didn't put a technique so you were given on to start with. Some of the techniques in the Valley are available for you to learn after you get out of the West City Academy if that's where you wanna go to train. And you post your custom in the custom thread to get it approved.
