Sakuya values her humanity too much. I can't take away her humanity, even if it's to keep her with me longer. Besides, I don't think she would want to be rebirthed. Part of being human is to die naturally, and have your fate decided. If she's to be a youkai, it will be the fate assigned to her, not by me.
My ability over fate is...not very stable. I don't have full control over it to be perfectly honest. I can handle small things like preventing rain, but some tasks are a bit big for me to handle. Besides, some fates are beyond my control entirely...

That's practically the same thing as turning her! I think she wants her soul to transmigrate mortally. My method just works within those bounds.

Einstein's theory is supported here, energy cannot be created, nor destroyed.
I say, it can't be those two, but it CAN be transformed.

That's right. Souls cannot be created or destroyed, only transported from 1 vessel to another. But shrine maiden or not, Reimu's still human. Normally, deciding reincarnation would be Eiki's job, but I'm saying Remilia might be able to use her fate manipulation to persuade the little miss Judge of the Dead.
