For the art contest does it "have" to be a drawing, like can we do the art on paint,adobe photoshop, etc.?

It has to be art, pretty much. You obviously have to "draw" it, but you can draw it with any program you want. Paint, Photoshop, GIMP, whatever. Digital, traditional, sketch. Whatever you think would win!
