About how long does it take to "get" a language because it doesn't feel like it's happening.

About how long does it take to "get" a language because it doesn't feel like it's happening.
It takes years and years to learn a language well enough to speak and understand it fluently, and that's even if you are surrounded by speakers of the language.
One of my teachers says it takes 3 years, and I estimate it takes at least 10 to be fluent like a native speaker (longer to get the accent right). I mean, my Spanish professor has been speaking it for over 20 years, and even after all that time there are still words he doesn't know or has a little trouble with.
