i reckon Shinra, cos if they hadn't started taking the lifeforce from the earth:
JENOVA would never had tried to come here to destroy us,
Hojo wouldn't be employed (cos he was trying to make the ultimate SOLDIER),
Sephiroth would never have been infected with the JENOVA GENE and wouldn't ever have tried to destroy earth.

its definitly hojo, i mean come on.
1st he steals vincents only love, then doednt let lucrecia see her own son!
then u have to think of poor vincent. he gopt shot twice. got he body twisted by hojos stupid experiments. and to top all that theres chaos.

the way i see it, it was jenova. for, jenova cells are in cloud, allowing sephiroth to control him. and sephiroth is the embodiment of all things "bad" in cloud. shinra was simply a vessel for the evil, as was sephiroth.
