Well, seeing as this is directly from Naruto, it will be an approved bloodline, along with most of the available techniques, but more work will have to be done with the specifics of the abilities and their requirements to make them balanced.
What I need from you is more of a description of what is required of a user to reach the various stages. Based on the jutsu ranks of the techniques, we know what is available to a user within each tier of the bloodline, but how we get from one tier to the next is my question.
Luckily, the Narutopedia has outlined the techniques of this jutsu quite well, so it shouldn't be too bad. I edited it see if its ok

I know that Hidan's abilities are part of the Naruto cannon, but I think this is just too unfair for any member of this guild to have. The inability to die, linked with the ability to easily kill anyone if you get a scratch of their blood is just too much power to give to one person. It might have been okay for Naruto, considering only one person had it, and it was an S-ranked ninja, but I just can't allow it for casual use here. Sorry.
(Also, I don't like that there is a cap on the number of people it can apply to)
[This is just my opinion, so you can appeal to the other VCs and the Captains if you think my ruling is unfair, but I don't think this should be allowed. there is just no balance to it.]

Cory: What is it about the Anaboko clan that makes it a bloodline technique?
All of the techniques seem to be something that you could teach anyone to use (so long as they have someone who knows the technique train them, or something similar, such as reading scrolls.)
I would consider this a Weapon Style.
...all of this said however, This is APPROVED! We can work out the details of what category it best fits under and tweak it to that category later.

Demonic Slayer Wasuken Kamisama Clan Light, Angels, Darkness 
Description: Long ago, somewhere distant from the land of thunder. There was a clan where the members were born with angelic wings. These granted them flight, and also their own set of unique jutsu(s). They believed that the wings represented ones' life, ones nature. It turns out that if the wings are white, they are pure and good. They believe in justice and have light based techniques. Their wings were feathery but bright. However, the ones with a dark heart and has stepped into the path shrouded with darkenss have black wings and darkness as their element. Their wings are sometimes bat-like, other times feathery but a ghastly black color. They believe in dark ambitions and goals. The clan altogether had gotten in a war with another clan, which the two hated each other fiercely. In an epic fight between the leaders, the clans vanished. Recently members have been spotted here and there, showing the clan is slowly recovering.
Rules
-Members can fly
-Color is based on the rpc (either white or black)
-Small reserve of chakra
-Element of light or darkness is granted (based on rpc)
-Must have wings to use jutsu(s)
-Must be at least genin to grow wings
-Can fly at genin, but must be chunin to master flight
-All jutsu(s) are clan based only, meaning co leader or above can teach others or give you permission to teach others.
-Wings are chakra based. just like a bloodline, it takes chakra out for you wings to stay out.
-Must use hand-seals to grow out wings.
Weaknesses
-user can only fly 3 posts per rank and 3 post cool-down
-wings are weak against ice and lightning
Abilities
-Flight for a limited time
-light element (depending on rpc) *good*
-Dark element (depending on rpc) *bad*
Stage one - The members of stage one is usually the inexperienced ones. The rank of the shinobi tends to be from genin to chunin. Here they are becoming stronger so they can unlock the second stage.
Bloodline/Clan Jutsus:
----D Rank Techniques----
Heavenly Feather Clone
The user creates clones that have light skin showing "holy". The user also glows lightly the same way so it doesn't give it away. It is easy to destroy the clone, which it bursts into white feathers when destroyed. the higher rank the user is the more clones produced
Holy Feather Storm
The user sends a flurry of white feathers at the target which the chakra harden it to where it is sharp enough to cut through objects. The higher rank the more feathers appear
Angelic Light Barrage
The user concentrates the element of light in their hands and unleashes a series of small bullet like spheres of light which if strikes the target causes blinding in one eye and minor burns and bruising from the force of them.
Demonic Feather Clone
The user creates clones that have dark skin showing "unholy". The user also darkens a bit to match the clones so none can tell apart. Its easy to destroy the clones, which bursts into black feathers when destroyed
Unholy Feather/Scale Storm
The user sends a flurry of scales/black feathers at the target which is hardened by chakra. These are sharp enough to cut through objects. The higher rank the more feathers
Demonic Light Barrage
The user concentrates the element of darkness in their hands and unleashes a series of bullet like spheres of darkness which if it strikes the enemy it burns their skin, bruising from the force of them. The higher the rank, the bigger the bullets
----C Rank Techniques----
Angelic Swords of Light
The user creates multiple swords of light which they move around the target and try to impale them. If the sword reaches its target it doesn't damage the outside but damages the inside like a sword normally would. Up to 5 swords can be created at a time.
Holy Chakra Missiles
The user creates a series of light chakra which concentrates into bullets which homes in on the target. If it hits it leaves explosive results. The explosion releases a blinding light which blinds any who look at it for two posts
Shining Beam of the Heavens
The user concentrates chakra at the tip of their finger to the point where it starts glowing with a bright white light. They then point it at an object which they then fire a concentrated beam of the element of light which can blind people if they look at it too closely. If contact is made the beam would peirce through their body, not damaging the outside but burning the inside around the point of contact
Demonic Swords of Shadows
The user creates multiple swords of darkness which gives off an eerie glow. The user can manipulate them to move around the target and try to impale them. If the sword does it melts the flesh around the point of contact and sever whatever it comes in contact to. Up to 5 swords may be created

The user creates a series of dark chakra which he molds into a bullet shape which homes in on the target. If it hits it leaves explosive results which scatters black fire everywhere which cannot be put out by water.

Must have a Family member or someone close of you dead to use 2nd stage (not you killing them, but someone else killed them.)

The disks are concentrated chakra which means if the disks reaches the target it would slice through them, though no visible damage on the outside would be seen. Heaven's Illuminating Sky
The user strings handsigns together and mixes their chakra with the air molecules, creating light which brightens the area to the point where the enemies have difficulty seeing and Light moves are increased. Fire and lightning get minor boosts here as well. This lasts about 3 posts per rank and darkness is weakened slightly
Barrier of the Angels
The user creates a barrier of light around himself which will protect him from any ninjutsu for three posts that are B rank and lower. Higher ninjutsu is weakened slightly but still passes through. Those who stare into it becomes blind until the barrier is down
Unholy Rays
The user creates several disks of darkness which is thrown and homes in on the target. The disks, if it were to hit, shreds through the body burning as it passes creating excruciating pain. In close range people who stare into this would get a sudden vision of horror
Shadow Sky
The user mixes the darkness element making the area become darker, the enemies vision would be hampered and darkness jutsus power increases. . This lasts 3 posts per rank. Occasionally dark orbs fall from the sky harming those who are not of the kamisama clan, roll a dice 1-6. if even your hit if odd your not. These orbs can burn but minor burns, though over a length of time it can be very painful
Defenses of the Fallen Angel
The user creates a barrier of darkness around him which will protect him/her from any ninjutsu that are B rank or lower. Higher ninjutsus are weakened but still can pass through. This lasts three posts. Those who look into it starts seeing horrible things
----A Rank Techniques----
Purity of Light
The user creates an ball of light which is concentrated chakra. The light isnt as bright but it causes heavy damage if it makes contact, which explodes causing alot of damage to all within a 20ft radius
Divine Bolt
The user concentrates light chakra in his/her finger tips. They then fire a bolt of pure light which travels at incredible speed and power. The bolt, if hits, goes through the body destroying everything around the point of impact. No visible damage is shown on the outside but in the inside the body is eletricuted and burned. This move is very powerful. It can be used on more then one finger but it weakens
Light from the Abyss
The user creates a ball of darkness which is concentrated chakra. The ball of darkness can cause heavy damage when it hits, and when it does it explodes sending black fire everywhere creating alot of damage within 20ft radius.
Demonic Bolt
The user concentrates dark chakra in his/her finger tips. They then fire a bolt of pure darkness which travels at incredible speed and power. The bolt, if hits, goes through the body melting the area where it struck. The bolt goes through and burns the inside causing vicious pain to the victim. The user can use more then one bolt from more then one finger, but it'll be weaker.
----S Rank Techniques----
Wrath from the Heavens
The user concentrates a mass amount of light chakra into the air, creating a massive disk of light in the sky. The user then makes a sign and a massive beam of light falls onto the target, destroying everything but the user from within a 25ft radius. Those within the beam struck from it would have massive burns all over there body. This move is said to be from the light of the heavens. Afterwards the user would be tired and cannot use this technique again after the battle is over and after they get some rest.
Punishment from the Abyss
The user concentrates a mass amount of dark chakra beneath the ground. The ground grows darker and energy rises to the top like hissing snakes. Making a handsign and a massive column of black fire shoots from the ground expanding to a 25ft radius, consuming all within the black fire except the user. The fire melts the body burning off their skin, then their flesh and then their bones. The death from this move is extremely painful and is said to be from the fires of hell. Afterwards the user would be tired and cannot use this technique again until the battle is over and after they rest

I would argue that the two are sufficiently different.
...not only are the techniques themselves different, but there is a clear schism in this bloodline. some use it for light, others for dark. Kuroyami seems to have both work in conjunction with one another.
Kuroyami also has nothing to do with wings.
Sure they are similar, but what's the harm of having more options?

Never dieing clan
(This is a taijustu only clan, the only justu that can be used are the ones givin buy the clan, you CANOT learn any justu element or none element)
[story]
A long time ago in a time of non-stop war befor the shinobie were created there were a group of warriors that would not die. For the chakra that lay dormant in there body started makeing them stronger and not letting them pass to the next life. Of course a killing blow would still suck as a blow to the brain or a broken spine would still kill these warriors however if they had even the slightest bit of life left in there body they would heal, heal and become stronger. No body knows why there chakra did this to there body's however after the clan members discovered this power they started to harness it and train their younger clans men in the style of taijutsu.
[ability's]
The clans men are faster, stonger, and more durable than even the the taijutsu class shonobie.Even If these shonobie are mortaly wounded they will recover , the only way to kill one of these warriors is to use a killing blow, if there is even the slightiest amount of life in the clans man he will recover with in a matter of weeks even if the injuries would kill a normal kage a genin of this clan would recover. When they recovered they would be stonger and faster and more durable than they were befor they took the beating.
[rules]
The rules for the clan are fairly simple, the ninja of this clan will be a bit faster, stonger, and durable that the normal taijutsu ninja. When they are beaten and recover they get stronger faster or more durable not all three. After their first recovery they choose a trait to excell in and then have to stick to it they cannot change what trait improves after recover from battle. This is passive and all the clanz men have these traits. Also the clans men can learn as many diffrent taijutsu forms as they wish. (They would still have to post of course)
They can also charge there attacks with chakra to do massive damage this can be done only once every 10 posts at genin every 9 post at chunin every 8 post as jounin and every 3 post as Sanin and Kage.
[Weakness]
The biggest weakness is that the clans men of this cannot use any justu at all, not even the basic three from the acadamy. Also they are caught in genjutsu easily at the begining ninja levels at genin they are almost always caught under the spell, they learn to protect agaist weaker level genjustu at chunin, but at jonin the learn to foucus their chakra at the base of their brain cutting off the chakra flow this will take a entire post to accomplish and the RPC wont be able to attack or defend, but this will break even someof the most powerfull genjutsu.
[Strengths]
These ninja are the faster, stronger, and more durable than any ninja of the same class as them. They also love to fight and they for can take more pain than almost any ninja. On top of these thing they recover faster than any normal ninja and the medical ninjutsu have twice the effect than they normaly would.

I was just trying to get around the fact that Weapon Classes cannot use taijutsu (To an extent) Which is bullshit, considering they should be able to use the hidden mist sword style... But anyways... Yeah. I'll go do some stuff nao.

 Name of Kekkei Genkai/Clan : Theory of Avarice, the Art of Greed: The Ozen Clan History : Over the years a family in the ninja world was determined to rule the world, known as Ozen Clan, they were greedy and cared only for themselves, overtime they developed a secret way of ninjustus to match their greed. They learned how to use the chakra in their body to manipulate the arrangement of carbon atoms, by doing this they could make their skin as hard as diamonds and could even form blades made out of this hard skin. Eventually they developed their system so much that the chakra to manipulate the carbon atoms became unique to the Ozen Clan. Being greedy as they were though, it caused the Ozen clan to collapse in on itself as each member fought for control of the clan and all of the clans upper secrets. Known as the Great Purge, it saw the ranks of the Ozen Clan cut in half, battered and bruised as they are, they have now been united by a single will with the sole goal of preserving themselves. Abilities : By arranging the Carbon atoms in their bodies in a certain way, the user can make their skin as hard as diamond. Also higher ranking users can form blades made out of this ultra hard skin , making blades that can easily destroy blades of a lesser caliber. The higher the rank of the user, the more of the body the said user can harden. (Note that the hard skin does not slow one down, one keeps their normal speed because the body doesn’t notice the difference on the atomic level.) Rules For Kekkei Genkai/Clan : The higher ranking a nin, the more they can harden their body. Genin: One arm( of dominate hand) Chunnin: Both arms Jounin : Legs and Chest Sannin and Kage: Whole body The hard skin is able to negate jutus of the same rank of the user up to Chunnin. Past Chunnin the higher the rank the user is, it just negates the pain and effect of the jutus slightly. By pumping charka into a certain area of the body, they can make the area of their body even stronger, at the cost of using more chakra. If an opponent forces chakra into an area of the nin, it disables that area and turns it into normal skin for 3 post. The nin can use the chakra that the foe forces into their body however. Weakness : All members of this Clan must start off greedy, though events later can alter their views, they start off only caring and looking out for themselves . Their hard skin can be disabled for awhile if foes forces chakra into their system Though their skin is extremely hard, it only slightly negates higher ranking jutus. Strengths : No normal blade no matter how well made cannot get through the skin. Their hard skin makes them extremely difficult to take down in direct combat. They can later form blades out of their hard skin to act as weapons. Jutsu Name: Greed’s Fist Rank : D Elemental Ethnicity : Description : An extremely simple act for a user to partake, the user simple hardens an arm, and forms spikes on their knuckles. Making them even more of a threat in taijutus. Jutsu Name: Blade of Want Rank : D Elemental Ethnicity : Description : The user forms a blade on the harden arm of their dominate arm. Creating a blade that cant be broken. Jutsu Name: Self Preservation Rank : C Elemental Ethnicity : Description : The only genjutus made by the clan, it works by making the foe want to attacker the nin’s teammates more then the nin himself. He makes his teammates seem more,’ enticing’. Jutsu Name: Duel blades of Want Rank :B Elemental Ethnicity : Description : Works in the same the single blade works, only they have one on their offhand arm as well. Jutsu Name: Blade dance of Avarice Rank : A Elemental Ethnicity : Description : The user creates a blade on both arms and legs. User then attacks the foe in a dancing like manner, using both arm and leg blades to cause havoc. Jutsu Name: Shield of Preservation Rank : A Elemental Ethnicity : Description : By focusing chakra into an arm they can make the arm even harder the normally, allowing them stop all but S rank jutus’s for up to 3 post. After which the arm returns to normal for at least 5 post. Jutsu Name: Wrath of Greed Rank :S Elemental Ethnicity : Description : By pumping their body full of chakra, their skin becomes extremely hard, to the point where only S rank jutus will even slightly faze them. Their strength and speed also increase as the nin is driven into a bloodlust . This can only be maintained for 3 post. After which the body will return to normal for at least 10 posts. The user will also feel extremely fatigued and will require rest to return to full strength. Levels of Kekkei Genkai : 4 Stage One: Single Arm Stage Two: Double Arm Stage Three: Legs and Chest Stage Four: Full Body Members Of Kekkei Genkai/Clan 1. 2. 3. 4. 5. ( I will most likely add more later but I believe this is a good base.)

History : This Clan was founded by a group of poor people who had been tossed to the streets who had found a mysterious sword that had fallen from the sky the leader Kyen Hoshiro picked up the blade and as instantly as he touched it a power flowed through them granting them the ability of the HoshiMe which allows them to move at incredible speeds and see things slower than usual and have perverbial vision meaning they can see all around there weak point being the spinal area they can see behind there head but after the edual oblengata it is all dark.
Abilities : Grants the weilder incredible speed and the ability to see things slower than they really are and preverbial vision
Rules For Kekkei Genkai/Clan : 1.User cannot use Hoshime over 3 post
2.cannot dodge something that is moving at the same speed as they are 3.not all things will be easy to dodge
4. must have wind element
Weakness : if hit in spinal area Hoshime is deactivated
cannot see past center of back of head
