Nina~ 9 spaced moved from Prize & Joy is not Community Quests, you have landed on Back Alley Bargains!
So, instead of getting a card to send you to Barton Railroad, you have a choice to purchase Back Alley, and you will get 200g for passing WtG.

Something I will be adding to the first post, and the other thread eventually as well, is other basic monopoly rulings.
In order to purchase mods/admin for a property, you must have all properties of a single color. The color codes were added to the spreadsheet, and are on the board image as well.
When you have all properties of a single color, rent is automatically doubled. After that, you can choose to purchase mods or admin, though they must be even, and in order.
For example;
If you owned Junk in the Trunk and Back Alley Bargains, rent would go from 2g and 4g, to 4g and 8g. To purchase mods, you could put 1 on junk or alley, or 1 on both. In order to have 2 on 1, you must already have at least 1 on the other property.
If further explanation of properties is needed, I will go more in depth.

Just as a reminder- If you own all properties of a singular color, you may purchased mods/admin as you like and can afford. Just ask me about it in here, and Vault can get you squared away in the game.
At this time, it seems Nina is the only eligible, with both of the purple properties.
