No, they're not. That's why the Jounin Evaluations are as they are. They're to make sure the people with jounin as their rank actually deserve it.

Ah i was looking at the profile in the profile thread, didn't have village listed ty But i still have questions When it limits us to 10 techniques is that Ninjutsu and genjutsu and stuff? Or does it also count Bukijutsu, Taijutsu..
