Okay, I've finished looking over all the important stuff, I just have one last question. How do you know how many skill points a jutsu is worth? Is there a list of jutsus as a guide, or do you train for what you think it's worth?
And I know I said one question, but this is related. What are restrictions on starting techniques, if any?

inside of each village there is a list of people to train with (like in leaf there is Lee, Sasuke, Sakura and so on.)
say you want to learn strong fist style. well then you go into leaf village and look at the number next to the move. that is how many posts it takes to learn something.
and as for a starting and made up technique. you can chose anything you want for starting (I would recommend one of your clan techniques that is vital to your clan) so long as it isnt godly from the start. and a made up can be anything so long as it also isnt godly and makes you unbeatable

Can I get a little help with some descriptions of some of the First Hokage's techniques?
Birth of Dense Woodland: 1200 Skill Points - I think this is the one that creates a sapling that can wind and twist around any obstacle and grab and restraing your opponent right?
Tree World Construction: 900 Skill Points - I assume that this one just creates a forest to help confuse or slow down your opponent
Mokuton no Jutsu: 900 Skill Points ?
Shichuuka no Jutsu: 1000 Skill Points ?
Shichuurou no Jutsu: 900 Skill Points ?

Thanks, but if Mokuton Shouheki no Jutsu creates the half spherical barries what does the Mokuton no Jutsu: 900 Skill Points do?

It's actually simple, you guys are thinking too hard. Mokuton no jutsu is just Wood Release technique, it's just the simple ability to control wood. Every wood jutsu has Mokuton at the beginning to signify that the jutsu uses the element of wood, so Mokuton no jutsu is just the ability to use the element of wood.
