I don't think they're connected. The admins released a bunch of new costumes yesterday. You have to be wearing at least part of one to be a part of the Halloween event. I just chose this one. This is a driving, shooting, tactical, fighting, level-p, customaisable game. It is everything. I'm not lying. A whole state in a game, where you can do whatever you want. Withing the limits of decency of course.
