If Amegakure is as dead as you say it is there must be a lack of everything. o_O I dunno about Fukai and what she'd say but maybe she would let you create another character? Haha.
Or you could always RP in another village. Like, create another character who belongs to a different village. Heh.

Or clearly labelled as 'test' or something! D:
