And shigure Soen utilizes chakra, suggesting that the person have water elemental chakra. It did at some point. XP

I know that Asuma used his wind chakra to manipulate his weapons so there is no reason you cant do it as well 6.^

The spear style and any other style, will eventually have its elemental dependencies removed and replaced.
