I believe you can, like learning any other song.
They can't take the Joker, unlike emos, he's not afraid to die or kill, doesn't wear makeup (aside from this version), doesn't wear black, can laugh, has a soul, and so on.

No, I don't think they would adopt him for that. The still worship Johnny the Homicidal Maniac.
I think I'm going to be annoyed with how many sumbitches are going to dress as him for halloween. Soooooo many bad impressions...it's Austin Powers all over again.

Plus I don't think you really have the body type for him DM, he's a tall imposing type, maybe the Scarecrow, he's probably the easiest and cheapest Batman villian costume to make, unless you want a challenge, you could try Deadshot since you seem to like him so much, or Man-Bat, probably the hardest costume out of all of them. Frankly, I'd be the Penguin but a real suit and top hat like his would bankrupt me.
