Hey there! I'm new and wanted to make a character in Kirigakure. I read that I needed to ask the Mizukage's permission but I also read that there currently is no Mizukage. So what should I do to submit my profile?

Yes, if I read correctly, Kirigakure is Concil ruled, but if your read in the village status threat, there should always be a owner tied to each ninja village. As far as help submitting your profile, any crew should be able to help you out.

We post our profiles in the village shinobi scrolls once they are approved by the village Kage ^^
