I found all the skulls yesterday! And I discovered that you can get a mongoose all the way through The Ark. xd

There's one on floddgate, I think it's the tough luck skull. Walk over to the city, but don't go into the ruins. Stay put until a marine says "There! Over there!" Then a flood will spawn on the roof, holding the skull. As he begins to leap, shoot him. He will drop the skull in the road. But mess up and the skull either stays on the roof or goes flying to a different roof.
