It's pointless to speculate, but people will do it anyway. People thought that Pein was Naruto's father and see how well that panned out? And the only reason people thought that Obito was Tobi was because of the similar name.
The sword of Kusanagi is a requirement for everything - even walking on water.

In that case im not sure where to take my character at this point. I was gonna learn a few things from the maruton list but at the same time if the requirments are all wierd then i cant learn them until their resolved. -goes to look at fuin-

Other people get the privilege. Hell, some people are crew for no ******** reason. Some people are gone for months at a time, not fulfilling their function, yet retain their position. You're a leader of a village, do whatever the hell you want.
