Snow hired Shonibi like any other country. It can't be one of the Hidden villages with a Kage and all that. There were no Jounin or Chuunin from there either, as I recall.

You should remove some of the inactive members in the villages to open them for active members. That way they aren't forced to join the only village that is open.
