YES. It's Lazlo!
1. So far, I'm actually the first of my kind.
-Suikoden IV took place before all the others, so so far he's actually the first Tenkai Star.
2. My life kinda sucked.
Suikoden IV made it clear that Lazlo? His life, it was not good.

I -Suikoden IV took place before all the others, so so far he's actually the first Tenkai Star. So FAR he's the first Tenkai. Hikusaak may have been, but there's nothing to suggest s/he was the first Tenkai. As of the present, S4 is the first to take place, Suikoland chronology wise, thusly Lazlo is, so far, the first Tenkai Star.

Yaaay!! Although, when you said "I'm the first of my kind," my interpretation was that he was the first person who was able to make the True Rune of Punishment enter its dormant phase...
OK, I apologize in advance if this one has already been done, but my computer is buggy and going through all the archives would take me forever. If it has, let me know, I'll make another one.
