Well the, Great Fisherman Technique, Can't grapple and be ninjutsu, and thus... it's invalid in the mechanics.
So I have to think of something else to work with.

Eh, If I use a technique to Stun someone and I use another technique to weaken them with the stun would that be touch? or range?

stun can be touch OR range it could even be attached to a sight ranged jutsu since there are no limits to it, though rpically if it's a stunning taijutsu you better have a dang good reason for the latter to be true. I saw no limits to range or style so as far as that goes it's pretty much whatever you can apply it to.

Tai Stun - Touch Ranged- Could simply be your hitting them so hard that you knock the wind out of them forcing them to not be able to move.
Nin Stun - Touch/ Ranged - Could just be a jutsu that causes the body to become paralyzed.
Nin Stun - Sight- Same as before, just means that it would need to make sense as being something that could trigger where ever you could visually see. This is easier said than done.
Gen Stun - Touch range - Contrary to what some might think, Gen can be touch ranged. Example being, lets say you had a genjutsu in which you blew dust in someones face and that dust caused mental trama, its still Gen because your effecting there mind, and is still touch because you had to be in "touch range" to do it. So Touch range does not mean you are physically touching them, it simply means that you are withen a logical arms distance to them. Which also means that if you had a jutsu that allowed you to extend your limbs or something like it, rprically your touch range would be larger.
Gen Stun - Ranged/Sight - The traditional Gen, usually from eye contact, or from simply engaging a genjutsu on a target area.
There you go, a brief description/explanation of ranges and how they work with the stun effect.
