It's an item Thard gave out long ago.
It's in the Aqua Lab I think, but it's only available from Thardie.
Blackmoon Shard
This held-item boosts the power of the holder's Psychic and Dark type attacks by 20%. Only available from a special occasion.
Appearance: A shard of black stone that pulses with a faint energy. It glistens in the moonlight.

Maybe Dusclops (or Dusknoir) will be the next one. Spiritomb is also possible. But why stick to just ghosts? Absol seems like a good Halloween-ish pokemon. Or I could let the RNG decide.
(Just remember, since it isn't a TRP, no catching)

I would stick the the Dark or Ghost Category.. unless the pokemon is a Haloweeny color-.... I say Sableye.
I just had a great idea for an RP, Thard, can I send to a PM. It'll be interesting, you may even hate the idea, but I think it'd be kinda cool... like a once per holiday type thing.
EDIT:... Erm.. I guess it diesn't necessarily need to be Thard, but I guess it don't matter now...
