I have a multitude of reasons to say why the second comma is necessary and how it's incorrect without the second in this particular case, as well as the knowledge that its placement more recently became necessary. It used to be and optional thing but now I know it has to be there otherwise the sentence is completely different. So if that's the case that it's allowed not to be there in the UK and Canada..... then I'll have to say it. The UK and Canada are wrong domokun
