Maybe add some more blue in the chest area.
As a matter of fact, I think the medal from the Carol of Ol Ebenezer would be fantastic.

Yeah, I don't have anything official enough looking that is all black.
The avatar is supposed to be an officer or someone of high rank.
Also, I like it, except for the bottom feels kinda awkward. The feet and little bird.
