That one's hard... Umm, I'm going to it's because he works with Mr. Weasely and he's old and has health problems, so he wouldn't be using them.

That's only part right since you weren't specific with your answer. Mr. Weasley explains that he got the tents from Perkins from the office, your correct part, because he doesn't camp out anymore because he's got lumbago, otherwise known as pain in the lower back. (pg 80) Sorry, but it is a specific reason, and it says nothing about him being too old.
