Canon-Wise Anbu is just an organization that serves the Kage, while ROOT is a subdivision of Anbu that would more or less hold more loyalty to the ROOT commander , the then actual Kage of the Village, ROOT is nothing more then a splinter organization.

With the Suna nin, and Akatsuki reading I haven't got around to reading much about leaf nin.
