Even if you don't now, you'll have the opportunity to change your classes after the guild changes are made.

If I want to create a new RPC to replace a previous one, would I have to reapply for the bloodline?

So with the iron sand bloodline there are three beginner techniques. Am I allowed to use my post reductions with them or no? Also there's a technique known as gold dust that's one of those three beginning techniques. My thing is this if there's no technique that allows them to create gold dust then what's the point in having them able to control it when the would never be able to get a hold of any gold dust?

The information regarding bloodline reductions should be located in the jutsu subforum. Bloodline techniques, currently, receive reductions from bloodline reductions, and ninjutsu reductions, if I recall correctly.
Regarding gold dust, I'd point fingers, but I think I'd pop a blood vessel.

Then make a technique that creates not only gold dust, but silver dust or even platinum depending upon the users preference?

If that's the case there's a flaw with that for the fact you have to buy it to use it. Gaara's father actually created it he didn't need to buy it.

Im pretty sure they had to import gold in, at least thats my memory. I can find out from AandOE. He is the canon man. And we do have things called caravans, and im pretty sure takumi has free shipping as well to get your large quantity purchase back to your village. Or it may be possible to pay extra for UPS next day shipping, and with the new recent wind technique addition, next day air as well!

It's never stated that the Fourth Kazekage had the ability to create sand gold, rather it's implied that he either drags it around him ( making light use of his bloodline ), or crafts what's available to him from the surrounding area. It appears that almost all of the important structures created in Sunagakure were at one point lined with, if not completely constructed of sand gold by the Fourth Kazekage, as a means to protect the literal structure of his village from the Shukaku's ability.
Also, Yoko, shoosh. You're not crew. I appreciate you trying to help, but if you were making a sarcastic joke, it wasn't a very good one. Not everyone understands or appreciates "Sand Village" humor. > . >
*Scratches head* Though, you both bring up points... Albeit Yoko's is more along the lines of controlling iron sand... stupid diamagnetic metals... Umm... I want to say a technique could be implemented to the Jiton bloodline that presents itself as a near passive; consistently projecting some magnet release in order to reduce, if not eliminate the weight of their chosen medium.
