Even worse.
Manipulation usually occurs only with the Bijuu. There are some clans and bloodlines that let you do that but not a Class.

They are only allowed to know one element.
And there can basically only be one of each element and that's it.
You can use your resorcfulness, and they wont be that hard to beat confused

But if you think straight, you can pretty much defeat anyone. With Earth, I can defeat a lot of other people.

In a sense, he's saying that the sage class is too powerful to be kept, and I'm just saying that they have their weaknesses and downsides, just like any other thing in this guild.
