Snow wasn't built over Cloud, it would make no sense! xD
Snow is a separate village that accepted all of the refugees from Cloud and what not.

Inactivity was being more a less spread out amongst 5 or so villages, so as a result we had the inactive villages destroyed as a means in the arc.
With only 3 (4 technically) villages, people should become a little more active and open...
Er, rather, some people have become more active and friendly. ' ';
