Wait I have a question, is ALL the Aqua Class System classes another way of saying Special Ranks meaning that you can only enlist when Tier 4 or higher

The only "Special Ranks" in Class are Hunter/Merc, Breeder, and Ref, which do require you to be Tier 4 or higher. It would make sense for Tier 4 and up to be able to participate in Class while leaving Tier 5 to do regular missions. So...I'm not entirely sure yet, but I am leaning towards "yes" as of this point in time.
