Imma say Kun To. Far as I recall from the top of my head he fits all the criteria.
1. Despite being an illegal smuggler he's a pretty good hearted guy
2. He helps out the war effort by supplying ships to carry the Fire Spears, but he's also really doing it to get rid of the Scarlet Moon Empire which is hampering his business.
3. I could have sworn he mentions his wife died for something or other
4. He's an immensly powerful and rich merchant.

After some thought, I'm thinking Oboro.
1. He used to be an assassin, thus placing him in a postion of questionable ethics.
2. He helps people via his detective service, but he obviously makes them pay for his service.
3. He refuses to leave Sagiri alone due to the horrible trauma she experienced as a child.
4. He's literally the best at his "Business", he was the best at gathering intel in Nether Gate.
