True, but there's a little thing called "Evolution".
It doesn't just apply to living beings, it applies to Concepts as well.
Just look at ZUN's original design for Suika, that tiny-bodied and well-endowed doodle evolved into the flat-chested and perpetually-drunk Oni we all know and love now.

Yeah, the Eyepatch, Hair, and Scarf do go well together.

Are you talking about this one? Suika hasn't changed much since ZUN drew that, in my opinion. It hasn't, really. But considering how "good" ZUN is at drawing breasts, it's anyone's guess whether she was always supposed to be a tsurupeta or not.
