Seeing as Saturnos has not done anything really for either side, he's be in it, but he'd be an NPC. We can't just not include somebody who did appear in the event.
However, he could turn out to be one of those pre-promote units who appear at the last chapter... but that depends if Saturnos will fight in the final battle.

Unless Vika can edit the code to change unit requirements, it'll be the same as FE7's final battle limit, I think -- five required units (probably Rei and I don't know who the other 4 units would be) and seven optional ones.

A fair amount, I suppose...? There seems to be a group who won't be in the final battle, in reality, so it kind of works out.

Since, if the final battle plays out as the plans the others started state, one group WOULD be there, but acting as support (see: the characters that don't get sent out) and another would be sent to infiltrate (also see: the characters that don't get sent out). So yeah, it makes sense.

Maybe you could choose which one you want to do: The battle level, the infiltration level, or the save the crew level.

Maybe do it as a sort of "gaiden chapter" sort of access? Like, that'd be the screen that pops up, and it'd go "Would you like to play the Battle level?" Yes/No "Would you like to play the infiltration level?"
Then again, it would all depend on if Vika could program that. And it just might make things complicated.

...saving the crew is based upon the success of the final battle. You can't get the crew out, until a particular morph is dead.

So the final battle would be the battle. The infiltration people would just be unavailable, as would those that stay back to help from afar.

It wouldn't be hardly a challenge. The crew rescuing team has it easy, with a few faceless morphs.
