 Not accepting simply means you can't put that down as where you want to be born or whatever when you create a profile
The whole purpose is to prevent one village from having like 20 genin

What about the rouges? Like if I wanted to make a new character, would it be ok if that was his original village?

What's the deal with Corey coming back with a new RPC and Ciara's puppet after this long? If I remember correctly it's been a year, at least, since he actually RPed with a character that used her puppet.
