many people have two for extra equippablity...and then the hoarders...who have many many letters in storage...waiting ninja

I know of some vend whore who have 60 of them, and there's still a hell of a lot of them in circulation...there's just too much. Plain and simple. They'll never become another Nitemare Scarf or anything like that...they'll be lucky to even reach Guitar level.
