 Well-
That actually depends on the technique and what not...
I noted that the academy and dojo bonuses don't apply
However, the bonuses from your class and/or bloodline do...
So, if you're a taijutsu genin and training in a dojo, your reduction would be 1 post (from the class) instead of 2 (class + dojo)
Also, dont forget that you dont have to submit individual posts...
You can mash together some sentences and what not in a single submit
There are various examples of that all throughout the guild

So, you know how you do things like:
Blah blah blah
[1/5]
Blah blah blah
[2/5]
---
You can use multiple credit to count for those instead
So, you could learn a 5 post (or whatever) technique by stating you're using 5 credit

And, it means-
If you get a reduction from your class or bloodline, it counts for the usage of points
But the reduction for using a dojo or academy doesn't
