Actually there is a way to learn Rasengan. One of Kenkaru's characters has it. Him teaching it to you is the only way to learn it.

whats the big deal about rasengan? its such a lame jutsu! well its not, but still its not a bg deal.. so naruto could do it... big deal!

Duke Oicaroh rasengan was banned from the guild becaus it was kinda godish.. or something. so it is deleted... you wont find it. edit: there is a lost of banned jutsus and clans on the main page. just scroll down. The uchihas are banned aswell. Thats why you never see any xd and everyone takes hyuuga. then y is the omoto rasingan or watever its called still up their....strange. can i learn it.

Neither of my villages are vary active and someones always on here so I'm going to hang with you guys, and maybe after the next time skip, or in a few minutes, I'll make a new student, unless you guys are overloaded with them in wich cause I'll just wait till the time skip.
