Ah, I know where that is. I got lost there once.
That is a unnecessarily large amount of accent marks. It has the orthography similar to that of many native american languages, and at first glance looks like the grammar is too.

Whoa. What.... is? Usually I can tell the family of the language and about the grammar just by looking at it, but I'm stumped on this.
